WHAT IS VECHS?

Fingerprint Screening for Organizations Serving Vulnerable Populations

VECHS stands for the Volunteer & Employee Criminal History System. FDLE uses the program to provide state and national criminal-history information to qualified Florida organizations that screen eligible employees and volunteers working with or around children, elderly persons, or people with disabilities.

VECHS is for qualified organizations, not for individuals requesting a personal background check. The requesting organization determines whether you should be screened and provides the fingerprint instructions.

Common VECHS Referrals

  • Employees of qualifying organizations
  • Volunteers serving vulnerable populations
  • Adoption or care-related organizations when applicable
  • Qualified nonprofit or community organizations
  • Other applicants specifically referred under VECHS

YOUR ORI MATTERS

VECHS Does Not Use One Universal ORI

FDLE assigns an ORI to approved VECHS organizations. Your fingerprint transaction must be routed to the organization that requested your screening.

For example, an adoption agency may provide an ORI such as V48040421. That does not mean the same ORI applies to every VECHS applicant.

Always use the exact ORI and instructions your requesting organization provides.

2026 Clearinghouse Update

Beginning in 2026, some VECHS qualified entities may process Level 2 screenings through the AHCA Care Provider Background Screening Clearinghouse. In that pathway, the entity’s traditional VECHS ORI is not used for the Clearinghouse transaction.

If your organization gives you Clearinghouse instructions, follow those instructions instead of assuming a traditional VECHS ORI applies.

QUESTIONS BEFORE YOU BOOK?

VECHS Fingerprinting FAQs

What does VECHS stand for?

VECHS stands for Volunteer & Employee Criminal History System, an FDLE program for qualified Florida organizations screening eligible employees and volunteers.

Is there one VECHS ORI for everyone?

No. Approved organizations can have an assigned VECHS ORI, and some entities now use a Clearinghouse pathway. Use only the ORI or instructions given to you by the organization requesting your screening.

Can I use V48040421 for any VECHS fingerprinting?

No. An ORI such as V48040421 may be tied to a specific requesting organization or purpose. Do not use it unless it is the ORI provided for your screening.

What changed with VECHS and the Clearinghouse in 2026?

Some qualified VECHS entities can process screenings through the AHCA Care Provider Background Screening Clearinghouse. That process can use different routing information from the entity’s traditional VECHS ORI.

Does 5 Star decide whether I pass the background screening?

No. We provide eligible fingerprint capture and submission services. The authorized organization or applicable screening system reviews the results and makes any employment, volunteer, or eligibility determination.

Do you accept walk-ins?

No. In-office fingerprinting is by appointment only.

Important: 5 Star Mobile Fingerprinting is an independent fingerprinting service provider and is not affiliated with FDLE, AHCA, or any VECHS-qualified organization. Screening instructions, ORIs, eligibility, and result determinations are controlled by the applicable agency or requesting organization.
